Allow Snaps to hook into transaction activity log

We can consider letting Snaps hook into the activity log, letting Snaps add new entries or providing basic UI (including some buttons).

Definitely similar, not sure if identical. I think we can leave this ticket open for now and decide when we actually start implementing.
