Detect if Snap needs to be updated in sandbox

Currently when making updates to a Snap when using the sandbox, you need to manually remove the Snap from MetaMask and reinstall it. We can do polling on the manifest to detect if the shasum changed, thus the Snap needs to be reinstalled.
