[Bug]: Transaction details in activity for a new transaction, do not display link to explorer until the window is switched

Describe the bug

After sending a transaction on Base network, the transaction details do not include a link to view transaction details on the explorer, as it happens for other popular networks

Expected behavior

Transaction details to include link to View on Basescan

1. Send a new transaction on Base network
2. Notice transaction details do not include link to view transaction on Basescan

On latest 7.58.0, the link from transaction details are not displayed for a new transaction until the window is switched.

Steps to reproduce:

1. Send a new transaction on any popular network
2. Click on the tx to open the details
3. Notice View on... link is not displayed
4. Go to Home page
5. Return to Activity
6. Click on the tx again
7. Notice View on... link is displayed now

Reproduced on latest RC v7.61.0 (3273)

The link is missing from any EVM transaction details in activity that is not from Ethereum Mainnet or Linea
