Manual dapp network selection allows switch to non-permitted network

Expected behavior

When switching to a non-permitted network non-permitted network model is shown

Steps to reproduce

1. Go to browser
2. Connect dapp
3. Tap on account icon in header
4. Tap on Permissions
5. Review network permissions and uncheck one
6. Tap on network avatar on dapp favicon in bottom sheet
7. Select non-permitted network from list

@Prithpal-Sooriya @vinnyhoward I am checking this one as part of the Quality Sprint. As far as I can tell, the behaviour is reproducible on 7.60.4.
