[Bug]: Button not working properly when scrolling in Terms of Use review page

Describe the bug

While reviewing the Terms of Use page, if we go to the bottom, and having the agreement box checked, if we scroll slowly then the "Accept" button does a flicker and doesn't work properly.

Expected behavior

The button should be either enabled or disabled, but shouldn't do this flicker.

Steps to reproduce

1. Use a new installation of the app
2. Advance to the "Review our latest Terms of Use" page
3. Click on the checkbox
4. Slowly scroll up and down
