chore: Create a story for Loader component

Description

This pull request adds a Storybook.js story for the Loader component within the metamask-mobile project. The story file ensures that each prop has its own control and that the options field is kept outside the controls. The story includes necessary imports, metadata configuration for Storybook, and a functional component for the default Loader story. The useStyles hook's relative import path has been verified and corrected. Linting commands have been run to ensure no errors in the story file.
