[Bug]: Open wallet button is enabled when sidepanel is open after onboarding

Describe the bug

After onboarding and clicking on the Open wallet button, side panel opens.

After that, the Open wallet button is still clickable but does nothing

Expected behavior

Open wallet button is disabled when sidepanel is open, enabled when sidepanel is closed

Steps to reproduce

1. Onboard to v13.13.0
2. Click Open wallet button
3. Notice side panel opens
4. Notice Open wallet button is still enabled
5. Notice nothing happens when clicking on it again
