metamask-extension chore(deps): Bump `@metamask/utils` from `^8.2.1` to `^9.1.0`

Description

Major version bump for @metamask/utils.
- Causes large number of type error regressions which are resolved here: https://github.com/MetaMask/metamask-extension/pull/26143
Storybook deps bumped to avoid mixed usage of 7.6.19 and 7.6.20.
- storybook and some packages under the @storybook namespace bumped from ^7.6.19 to ^7.6.20.
- storybook-dark-mode bumped from ^3.0.3 to ^4.0.2.
