[Bug]: `MetaMetricsController: no userTraits found`
Describe the bug
Problem: whenever I disable and enable MetaMask I see the following error MetaMetricsController: no userTraits found. To investigate which implications/impact this might have

Steps to reproduce
- Install MM
- Onboard and opt in MetaMetrics
- Disable the wallet
- Enable it again
- See warning
Maybe there are more ways to repro this, like with migrations
