Make date/time consistent and localized

As a user, I want to date and time shown across MetaMask to be consistent and internationally localized.

@Gudahtt recommended we use this API

@darkwing @rachelcope Are the signature request confirmation page and transaction confirmation page the only two places where the date/time is needed? Should it be put under or over Origin?
