Maybe move this into the /specifications repository

IFF we choose to start using the /specifications repository as a shared cross-platform place to coordinate product strategy (as proposed in https://github.com/MetaMask/specifications/pull/3 ) then it could make sense to move the contents of this repository into the /api folder there.
