[Quests] Upvoting

Thinking a bit ahead here as #487 will need to be completed first & all quests migrated from Notion, but... There will be a lot of quests up on /quests & any player with enough Seeds will be able to post one. So, we will need some kind of a signaling system for what quests the community deems valuable.

A propose a simple upvoting system where any player or patron with at least 8pSeeds can upvote or downvote a quest. To complete, you'll first need a design. Ask about it in #designers-guild on Discord 🙃
