Snapping does not work in Windows

When using snapping function in v 1.6, it does not work under Windows.

For me even recording is not working well. Point is always in the left top corner for recording or splitting or snapping feature.

Most probably related to the 'device pixel ratio'

Negative, working for me. This is most probably due to #2178 - some machines have problems with PROJ and then everything is messed up
