Move localStorage settings to server

It seems silly to not sync user settings across multiple PCs. Also, it would be nice for metrics to see which settings people use and which people do not.

An exception to this may be the Keyboard Shortcut settings, which may make sense to be different on different PCs (one PC may have media keys while another does not).
