Modifications: -Added HomePage Folder -Improved the blog category cards in HomePage -Used React -Made responsive cards -Added a hover effect on card

@Maitryee-Choudhary I am not sure if we want to get it into react, could you help us improve the current index page, and add a new CSS file to the assets with some custom-written CSS.
