Retry network requests

Is your feature request related to a problem? Please describe. As a user, if I temporarily lose network connectivity and perform a network request-inducing operation (e.g., upvotes, etc.), that request should be retried when connectivity is restored.

Describe the solution you'd like A wrapper around network requests that implements something like an exponential back-off strategy would work well. We could write our own, or use something off-the-shelf like fetch-retry.
