v3.12.0 Windows installer does not apply network throttling fix

I installed MG 3.12.0 using the Windows 64-bit installer on Windows 10 64-bit.

Even after rebooting, the game still prints the following to cmd.exe output when started:

***WARNING*** Windows network throttling is enabled, value: 10
Please set: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile
Key: NetworkThrottlingIndex to the value: FFFFFFFF

I don't think we need this network throttling fix anymore, or am I wrong ?

I could not tell for sure, but since it seems to not work now, and the latest stable releases are stable, I would guess not. Maybe @softcoder can provide better insight.
