What: A function that returns an object containing: # of 16th, 8th, quarter, half, etc...

Why: Provides users with an idea of how fast they are to play for a song assuming getTempos is also used. Or a getSpeed function that does this stuff could be implemented and getTempos could be removed - I'm neutral as of now.
