MediaInfo_Config::Info_Parameters_Get: Parameter info documentation is missing since v23.03

In v22.12, MediaInfo.exe --Info-Parameters or GUI -> Help -> Know Parameters used to show the documentation of the parameters. Since v23.03 they are gone, and only the technical parameter names are printed.

The reason is that #1712 Remove doc from the final binary has removed the documentation from generated MediaInfo_Config_Automatic.cpp.

What's the intention of this change?
