diacritics in file path

Hello, minor bug to report : any diacritics in the filepath of checked files with MediaConch GUI will lead to all policy rules to fail without feedback. Best, G.B.

I'm unable to reproduce this bug with the latest (18.03) release on Windows, Linux and macOS.

Can you provide more info ? Like OS, problematic filename and (for Linux or macOS) the output of the locale command.
