Treat mechs with ammo issues as INVALID

Currently, it's perfectly possible to take a mech with no ammo for one (or more) of its' weapons and/or ammo for the weapons it has equipped into a match. Moreover, it's perfectly possible to take said mech and drop it into Faction Play.

There's a clear contradiction here: mechs with no offensive weapons are treated as Invalid, while mechs with no ammo for their weapons are not.

There's no valid reason for such a discrepancy, and preventing such mechs from being used by accident would be very welcome.
