Added a new way of performing need transformations

As adding some new characters to cupp.cfg was looking a bit tricky, we have changed the way in which this information is collected so as to make it easier for further developers to add new transforms. Now, it is only needed to add the letters to be changed at the cupp.cfg as before and adding the letter to the targetLetters arry. Now, cupp.py will do the rest and no more lines need to be touched.

We have also added 2000 and 2016 to the default configuration.
