McStas PowderN: Using both d_phi and d_omega supresses incoherent scattering

Weirdly enough, setting both d_phi and d_omega in PowderN seems to suppress incoherent scattering.

Asking for both is anyway nonsensical, solution should be to exit in error if this is done.
