McXtrace: PowderN high intensity "zingers"

It seems that PowderN in some cases give single events with very high intensity. Among other things this appears to be the root cause of the fluctuations in the MAXII_711 And MAXII_811 tests (issues #1109 and #1108). This may also be related to #576.

Please double-check wrt. the equivalent McStas component code, if I remember correctly I have managed to iron out some fluctuating results on 3.0 / GPU there - potentially related.
