Report buttons need more intiuitve naming

The report buttons (approve/reject) are confusing. I'll see what I can do.

I've mentioned in matrix before that I would like to give it more options as I believe there are more ways to mark a report as accepted than just a delete

moderation changes like actual report options such as "approve (mark nsfw) approve (delete) approve (ban user)" etc instead of the very unclear report page now

It seems also related to #318
