Correct propagation of mod actions

Is your feature request related to a problem? Please describe. Modertion actions are not beeing federated right now. That includes:

• [x] adding/removing a moderator #235
• [x] reporting anything #249

Describe the solution you'd like add federation to those events

Describe alternatives you've considered there are none

• [ ] Transferring the post to another magazine
