Add how-to-use guide

We should add a guide on how to use Muncoordinated (standard procedures on how to setup a committee, how motions, caucuses, strawpolls, etc. work, and how a normal session will go). We can write this in a .md file with screenshots and all, nicely render it in a page and include a link to it in the help portion of the website as well as the homepage.
