[Bug] People can see IP on /seen with no permission

• [x] I tested this with just zEssentials and its dependencies and with a vanilla client of the same version as the Server.
• [x] I enabled the debug mode in config.yml and sql debug

What happened?

Players that only have the essentials.seen permission can still see the IP of other players when using /seen <player>. Only if you have the permission essentials.seen.ip you should see the IP, otherwise not.

Steps to reproduce the issue

1. Give yourself only the essentials.seen permission.
2. Use the command /seen <player>.
3. See that you can still see the IP of the given player although you don't have the essentials.seen.ip permission.
