Don't make it too complex and complicated. We have the XCM format already, and it can already contain a CUP file (and an airspace file). Just specify how per-waypoint images/files...

We will certainly not make assumptions based on the airspace name.

If you want to have a list of reachable airports, use "Alternates", not the waypoint list.
