Something is broken - Outputs are all NaN

I've simulated data to verify the output of the code and it matches the output from a real data capture in that everything is NaN.

To verify that my sim data is good I have run it through https://github.com/jmfriedt/passive_radar and get a valid range plot out.

GNURadio flow graph used to generate the data. The only difference between the output for this repo vs the other is multiplying by 128 and casting to char. If someone wants I'll post the .grc file so they can verify as well.
