Allow encrypted memos to be sent with bids to the bot

If someone wants to send a bid and not allow anyone to see the URL they are buying a vote for they should be able to send an encrypted memo. Need to make sure that info is not leaked out through the API and is also handled correctly on the bot tracker website.
