Add Iberpix and IOGN

A request to add support for Iberpix and IOGN.

Iberpix is Spanish

• https://www.ign.es/iberpix2/visor/ Rather attractive tiles
• Old: https://groups.google.com/forum/#!topic/osmand/cs5G4sWYLx4 The links don't seem to work anymore.
• Just using network tools, the URL seems to be like http://www.ign.es/wmts/mapa-raster?layer=MTN&style=default&tilematrixset=GoogleMapsCompatible&Service=WMTS&Request=GetTile&Version=1.0.0&Format=image%2Fjpeg&TileMatrix=16&TileCol=32236&TileRow=24536

IOGN is French:

• https://openlayers.org/en/latest/examples/wmts-ign.html
• Seems like you need an API key. So this would be some work to implement.
• https://geoservices.ign.fr/documentation/

I think I don't have the time and motivation to implement this; but someone else could if they wished.
