Create "Disallow" Filter

Currently, filters only ALLOW things of a certain condition. Let's do the inverse! If a filter matches this new filter .. do not display it.

  1. Add new filter types
  2. Add to database
  3. Add to enum
  4. Add command structure
  5. Modify Filter Mediatr logic
  6. Test
