If power is off, TARDIS should be identical to "dead" state from issue #371: no physlock, no anti-gravs, no cloaking etc. Perhaps screen should be off as well. Currently, anti-gravs still work if power is off.

It should, however, be possible to turn off lights without disabling the power (as in "Snowmen", clearly it has physlock with lights off)
