BUG: vpn interface does not work

Describe the problem

Expected behavior: in vpn mode , app creates vpn interface but it does not work , nothing goes through vpn . only socks interface works in both proxy mode and vpn mode . I tried my configs with another v2ray app and they worked normal so the problem is in NBA

Actual behavior: vpn interface that tunnels selected or all apps Android 13 , NBA 1.2.9 , everything updated and checked
