Warn users if creating a wiki with merged patches

After we resolve all the patches to apply, iff they are all merged and the wiki is against master, then we could warn the user they they could test on beta instead.

The warning could be an OOUI dialog using the script tag hack. On clicking OK they would reload the page with some bypass query string param.
