Map to Wii Remote?

Would it be possible for controllers to be mapped to a Wii Remote so that Wii VC games that require a Wii Remote can be played without one? Obviously motion would be out of the question, but buttons would be enough for most games such as Rhythm Heaven or Punch Out's side held mode.

All Wii U homebrew is unloaded when you enter Wii Mode, so this won't do anything.
