Allow a controller to be mapped as Wii Balance Board?

Currently controllers can be mapped as Gamepad and pro controllers 1 through 4. I need to access the menu in Wii Fit U without a balance board, so I need to map a controller to be recognized as a board. It doesn't need to be able to play the whole game or work well, I just want to go from the startup to a menu option.
