Use hardware encoding

Currently is uses software encoding (libturbojpeg), but the plan it to switch to hardware encoding. Some games offer hardware encoding (for example Mario Kart 8 or Art Academy). Fortunately is the .rpx of Art Academy non-stripped, which can used for reverse engineering. It uses mw_shamo.rpl internally, which seems to be related to the h264 hardware encoding
