failed to add title in tspconfig.yaml to set the package client name  generated client name: 

Do we prompt shared apiVersion param in operation level to client level?

Currently we only generate client level apiVerison if it is defined in path parameter in RLC, I was wondering if we need to prompt apiVersion in operation level to client...

Please note in latest tcgc there may be no function named getAllOperations now but in this issue scope we need to switch our operations to tcgc ones.
