Google Account Manager doesn't obtain GSF ID

We can connect to a Google Account with the Google Account Manager application. So logically, the device can obtain an ID. But the GSF ID is not saved on the device.

Maybe there is a permission problem? Maybe a service is missing? Is GMSCore is the only apk to go to /system/app? Only applications which are placed in the system/app folder have the permission to write in the system files. Am I right?
