Failure handling: avoid buoy

We may need additional assurance we don't run into a buoy (and other floating things) - maybe visual or distance sensing based?

According to the rules, buoys may be 'virtual', and we only need to get within 5m to count as passing them. This reduces the likelihood of collisions.
