change forecast table to remove umbrella icon and turn rain forecast blue

When icons are used in the weekly forecast table, the umbrella icon is always seen when no rain is forecast and is often hidden when rain is forecast. Changing a few lines of the template and adding a class to the CSS file removes the umbrella icon and makes text in the rain forecast column turn blue when the forecast is not 0% chance of rain. The table is cleaner and fits in more narrow column in the display.
