Make it possible to change map colour for everyone
At the moment, it is possible to change map colour, but this setting is only stored for a single user (actually only for a single browser - this setting is stored in in local storage). We've previously rejected this (#253), but I'm not sure what the reasoning behind this was.
Previously we've also had requests to make it possible to change colours of individual circles. This could also be done together with this issue or separately.
Before we get to this, I would argue we should do the following too:
- change the colour picker - our current one is just a hue picker really and leads to some absolutely garish results :)
- add a few nice colour palettes to the colour picker too... otherwise there's a danger admins without design sense will pick colours that really won't match without realising this
- make it possible to adjust font colours to make it possible to create dark/light themes and ensure accessibility
- ideally add warnings about colour contrast... or at least a box suggesting colour settings are only tweaked by designers who have an eye for accessibility
...in other words, this task, simple on the surface, is probably prohibitively complex in reality, without a large payoff, sadly.

In the issue description I wrote out my ideal way of approaching this... ...but maybe we should just do something much simpler for power users first? This request suggested just a text field for a hex code for the colour. We could add this to every circle underneath the options for changing circle size. A simpler way to start.
