Allow reordering of helpers or sort them alphabetically

It should, ideally, be possible to change the order in which helpers appear in a circle.

We could also sort them alphabetically (which we do for roles), but this might surprise users who, e.g. have created a specific order by manually adding helpers in the order they wanted.

The ideal solution would be to (and for any list in the app, this should be a shared component) allow drag and drop reordering and add a "sort" button with a "manual" option too with the current manual order being saved even after a user sorts alphabetically so that it can be returned to when the "manual" option is selected again.
