Specify `<img>` (for use in the graceful degradation scenario)

The Web Mapping elements are <map>, <layer> and <area>, but <img> should also be defined, as it is intended to be used in the graceful degradation scenario (example), if nothing else.

Can we just create a section for this element with a link to the HTML spec instead of (re)defining it?
