Add text glow option for Windows 11

Describe the solution you'd like Allow DWMBlurGlass to render custom text glow as a Windows 11-exclusive option.

Your reason (tell us why we need it) For some reason, text glow doesn't work when using themes WITH TEXT GLOW on Windows 11. Since the text glow works on Windows 10, the option should be Windows 11-exclusive.

Describe alternatives you've considered Using OpenGlass instead (doesn't fix the issue) Using WindowBlinds (fixes the issue, breaks a lot)

TEXT GLOW DOESNT WORK FOR ME AND I'M RUNNING WINDOWS 10 22H2

I think MS removed text glow from DWM. Before then, mods would call DWM to display the glow.
