libapache2-mod-mapcache on Ubuntu 22.04 requires old libgdal

Attempted to install libapache2-mod-mapcache on Ubuntu 22.04. It was missing some dependencies, including libgdal.so.20. Instead I installed current libgdal, which is libgdal.so.30. This causes a segmentation fault in Apache. Libgdal.so.20 is not available for Ubuntu 22.04
