Document ows_schemas_location for OGC API Features

The documentation page for OGC API doesn't (yet) have a reference section or any general documentation of the parameters, so I just added the outline for such a section based on what's in the WMS docs and put this single parameter in there.

Obviously the section should be expanded, but I hope this is ok for a beginning!
