store RGC and PogoDroid settings in DB

on reagular basis store/update RGC and Pogodroid settings to DB in order to check for consitency and allow changing settings through MADmin. Optionally also store if i.e. nfs is active on atv

Configuration management (not pushing, tbd at a later date) is implemented within the 64bit_autoconfig branch.
